
The Virginia State Company Fee authorized the continued use of a grid security gadget that may make mid-scale photo voltaic initiatives financially exorbitant.
In early February, the state’s SCC permitted utility Dominion Power to proceed requiring direct transfer trip (DTT) on interconnected photo voltaic and storage initiatives, which prevents distributed power assets from producing energy when working independently from the grid, or “islanding,” when it isn’t obligatory.
Producing remoted energy on this style can pose security dangers, similar to holding downed energy strains energized throughout a grid outage. However critics of DTT consider current utility and inverter security protocols and mitigate these dangers.
DTTs apply to interconnected photo voltaic initiatives 250 kW or greater. The Interstate Renewable Energy Council (IREC) believes the price of implementing DTTs can stop photo voltaic and storage initiatives from taking place altogether. IREC reported in a study published in July that DTT communications elements, similar to radios or fiber optic wiring, can price tens to tons of of 1000’s of {dollars}, and photo voltaic challenge builders for getting them.
“That is an extremely disappointing final result after years of industry-utility collaboration, a long time of analysis and gigawatts of interconnections in different territories all proving that DTT is bigoted to be used in inverter DER functions,” stated Brian Lydic, chief regulatory engineer for IREC.
In that report, IREC estimates that an “unintentional island” situation that might pose security dangers is unlikely — that it could occur “as soon as in about 3,800 to 10,000 years.”
“These claims are supported by empirical knowledge, as just one documented persistent island occasion has occurred in North America, which occurred underneath extremely uncommon transmission-level situations that aren’t addressed by typical DTT schemes,” the report reads.
Whereas Virginia hinders its group and business photo voltaic markets by requiring DTTs, different states within the area are putting in this scale of photo voltaic at a quicker charge.
